People With Severe Handicaps Baptized

This article is very similar to the Watchtower, May 1, 1979 but omits the part that says ‘in some extreme cases baptism may be impossible for the time being’,  in which case   “we can be confident Jehovah will regard the situation mercifully.” 

Have Watchtower changed their view of this since 1979?  

Don’t forget, Watchtower says that only baptized Jehovah’s Witnesses will survive Jehovah’s day.
